I think so.... you could probably disrupt the circuits at least... Think EMP (Electro-magnetic Pulse) but without the pulse. Kinda like a robotic cancer.

myth busters proved this impossible. And I think you'd need more water than 1 bullet as I've spilt water into my keyboard a few times and it's fine.
I think we'd need some sort of 'plastic gun' and a bullet with an armour piercing head... or a 'savo' (sp?) that would shield the bullet from the gun.
