I heard people exporting from Audacity as AIFF/WAV and using iTunes built-in converter to write to M4A. Problem is it doesn't support chaptering this way.
Anyone else know a PC free Enhanced Podcast builder?

The problem is that Apple hasn't released the Chapter Tool for Windows, so as far as I know, all the software that can do the chapters is Mac only.
