there wasnt a definite point in time when they switched hands like a baton. democratic presidents became reformers over the years. wilson saw women the right to vote. kennedy forced desegregation in the south. fdr did a little. eventually the parties drifted in their position on this issue so far that by now repubs disagree with repubs several generations ago, and dems disagree with dems.
