Now, to play devil's advocate, there's nothing wrong with his wanting to be physical, and that doesn't mean he was this horny guy. It might be that he just didn't want to be in a relationship with someone who is just discovering himself. He could have wanted something a little more stable. There are a lot of hang-ups a 20 y/o can have with his sexuality, and if he isn't comfortable with the idea of even being physical (i don't know if he had his hand's down your pants or was just looking for a kiss) he was probably just reconciling that this wasn't what he wanted.
I think in the future you should be open about this being a bunch of firsts for you and that you're more comfortable with taking things slowly. Maybe find someone either closer in age, or situation so that you feel comfortable with being on the same wavelength.
