It's all nonsense. Don't be a jerk, tip when you can, but ignore anyone who tells you that you have to.

I care so little what people think, I'm not even going to remind everyone that despite everything I've said, I do actually tip, and feel bad when I end up not doing so.

How about this, next time I'm low on funds, I'm going to immediately ask that someone hand me a menu when I come in. I'll write down my order on a piece of paper, send it over to the kitchen, and have one of the cooks call me when it's ready and I'll come get it. That way I can pay for what I came out to dinner for. "dinner".
Are you really spending your last dollar on eating out? If so, your priorities are really fucked up.
