Collect the back rent and kick him out. Spooky's right, your neighbor made him dependent on you guys, basically turning your apartment into a homeless shelter without your knowledge. That man is basically the pet of this neighbor of yours, like the sick cat that you take in out of the rain. Cut him off now before it gets too bad. There are homeless shelters for a reason.
