That sounds plausible. The rumor is that ATT hasn't released MMS because iPhone users suck too much bandwidth as it is. But, of course, Apple won't/can't say that. Could it be that Apple is rejecting apps that pull too much bandwidth, but can't state that as a reason?
Of course, there's RSSPlayer and probably other bandwidth-expensive apps, but now there's also push notifications and MMS which are more important (to them) than any new apps.
