In LA or SF hit up H&M. You can find tons of things in their sale racks and for the most part their regular prices aren't too bad. If you can find a Heritage 1981 or a Forever21 that sells guys clothes. (Forever21 is the girls side/Heritage1981 is the guys). The GAP usually has nice things. I don't know if you have those in Norweiga (yes, I know it's Norway. My way is funnier.)

American Eagle has lots of great tops but my experience with their jeans is that they don't last too long. The belt loops ALWAYS rip way too easily and for what AE charges for their jeans its not worth it. Most, if not all, of my jeans are from the GAP.

PacSun is good if you like skater-style clothing but their hoodies can sometimes be on the pricey side. They sometimes have really good shoes. Other good places for shoes are Zumiez or Journey's.
