Here's the Youtube video. They kept hitting him with snowballs even after he had the gun and his walkie talkie out. Perhaps they didn't realize he was a cop just because he had a gun, but the walkie talkie made it pretty fucking clear who he was.

Honestly, once the gun came out, I wouldn't stick around to see the walkie, much less throw snowballs.
