The girl is being administered to a controlled test of magnetic waves in order to influence particular cells in the brain. She can't really "feel" anything but her sensory perceptions tell her that she is experiencing some kind of unique sensation.
The test is aimed to explore how humans have come to interpret similar sensations as being an omnipotent being "talking" to them. It's like having a psychedelic experience without the aid of drugs; they have some strange experiences and believe that a higher power is talking to them. This can then be relayed to the cycle of events ("He has a plan, this happened for a reason," etc.). The devout would declare the occurrence of events as being part of a larger plan and thus it can be argued that whatever occurs is the result of the control of a god.
