People from North East cities tend to be rude, especially compared to you West Coast types. And Philly is ruder than most. I've had several friends from the West visit and they can't figure out why store clerks, strangers, etc, want to shit on them when they come here.
There's a book Code of the Street: Decency, Violence, and the Moral Life of the Inner City by elijah anderson, a UPenn professor, who studied Philly culture (mostly germantown) who explained it this way: it's like people think respect is a limited commodity. If you give it to someone else, there's less of it for you.
