City planners put flood plain restrictions on builders and they in turn put it in the leases that you have to bail when the water is-a-comin'. Anything built within the limits of 1-in-100 year flood lines do so at their own risk.
This limits disaster aid costs and helps those who build responsibly get affordable insurance. There are also environmental issues.

under water just 30 years before.
I have sat through MANY city council meeting watching rich SOB land developers trying to force buildings into areas the city will just have to rescue and bail out once the flood waters hit like
just happened in my home town last week.
