After the 1974 floods they built the wivenhoe dam to the north west to protect the city from similiar events. However the January flooding in Queensland this year was a combination of high dam levels, a king tide and storm conditions (thats why the water continued to rise and even after the weather had cleared) that wasn't helped by the fact that the water flowed down from north of the dam which has never happened and no one expected to happen. On top of this Queensland had just come out of one of the worst droughts in its history (a decade long); a couple of years prior they were worried that if the drought continued there would be no water because the dam level were so low.
Take it from someone that had to sit through 5 days of weather reports after that flooding, the cases are different.
