It doesn't sound like the accused are the kind of people that bringing the issue up with or about is going to make a difference, and at best only causes more problems. Unless their mother would actually understand and do something to help anyways, but messed up kids tend to extend to the parents as well.
Honestly, stealing things is a matter for the police, although it may sound a bit drastic, I can't see a resolution any other way. But it would be on the people who had stuff stolen to report it. You may just be out of luck :S
