I am suprised that he got away with it. My cousin works for a company that produces road signs and also has a billboard business across 4 southern states. He told about 10 years ago they got into litigation because the Ku Klux Klan wanted to advertise on a billboard. Even though these are different scenarios somewhat there is a balance between free speech and spreading hate or humiliation.
