I think Danny is trying to use a normal distribution to explain that a 6.9 is not a D. If we assume that an average person scores 5.0 and that the standard deviation is 3.41 (normal distribution) then a 6.9 is above average (C) and could be argued to be a B. In no way is a 6.9 bad on this type of rating scale (especially if the population is primarily New Yorkers.)
