No, it's not okay to put your seat back all the way on a plane, unless nobody is behind you. Technically, you're allowed to do it, but you're being an asshole by prioritizing a slight increase in your own comfort over a major decrease in the comfort of the person behind you. Same goes from Amtrak, and even moreso, because they already give you decent legroom in those seats, so putting your seat back in that situation is just absurd.
