That's yes to everything, EP. They try to bring you in so your speed is not too much when you land because with the training chutes you are supposed to land and roll, rather than try to run like with a rectangular chute which has a faster forward speed.

For static line and training chutes they drop from 2400 to 3000 ft just in case you have any problems, as you would drift too far from the landing spot as you have the chute open all the time.
