You don't have to carry it with you and produce it while out and about but if they really want it and you don't produce and they are a power hungry asshole I'm sure its not hard to pull some shit of their ass to arrest you for. An open container they saw you throw away, the blunt you totally had that they saw you smoking, assaulting them. Then, as 3 says, if you can't produce it whilst under arrest there's more problems.
The question is are you gonna get harassed by the asshole whose willing to abuse hos authority or not
