I'm in Wisconsin, and here if you pass someone in public you're expected to look them in the eye, smile and greet them (just in passing, a quick "hi" or a nod). But we definitely don't stop and have full conversations with strangers. I don't like the expectation of greeting every stranger on the street. It's weird to me.
