As far as "were we at war," not technically. The Congress didn't make an official declaration of war. Neither were the Vietnam War nor the Civil War.

I think the reason the US has troops in Germany is not for occupation, but because part of the deal was that Germany isn't allowed to have a standing army, so it has other countries defending it. The US has stationed troops in different countries, not necessarily because of occupation.

There's two ways a war can end: 1) one side leaves entirely, 2) conflict ends.

An incomplete withdrawal is not the former, so the only way the Iraq War can be over is if the latter requirement has been fulfilled. In which case, Bush ended the Iraq War, not Obama.

This is a really shitty attempt by Obama to exploit the natural lifespan of war to belatedly cash in on a 2006 promise by the Democratic party that was never carried through. We asked you to stop the war in 2006; waiting until you've done all you wanted to and then leaving isn't what we fucking asked for.

To be fair, Obama couldn't do much to stop the war back in 06.

Well, for starters, he probably could have voted for things that mandated troop withdrawal. You know, instead of voting against them. And then voting for things that amounted to, "You should maybe probably kind of get our people out of Iraq eventually, Mr. President.... okay we said what they wanted to hear don't listen to us"

Obama was never really for leaving Iraq, just like a good portion of the Democratic party. And it certainly looks like he wants an even bigger piece of the war pie, what with getting his own troop "surge" and firing missiles into Pakistan while laughing at the idea of respecting international borders.

You were responding to France guy with what I quoted from you. He was clearly referring to it as the general English word. He was probably off context by doing so, but he still wasn't wrong in his definition of "war".

I was actually responding to him responding to me and calling me a sheep because I bought into the government's deception. He wasn't wrong on using the word "war," but he can still suck my nuts.
