I think the reason waiters get fired so easily, while the airline people stay on despite their high levels of incompetence is because the cost to replace an airline employee is much higher. Hiring and training a waiter in NYC is probably a breeze, so they can boot one guy and have another working that same shift. And if that person sucks, they can find somebody else. And there's incentive for them to maintain this harsh policy, as it keeps all the other waiters in line.
But with airline employees, they'll have to spend a month going through applicant selection and interview process and then spend weeks on training, without any chance of gaining a better employee (maybe for a time, but how long will that last before they, too, fall into a shitty routine?). So while the turnover cost to a restaurant is almost 0, airline turnover cost can be significant. As a result, since airlines can't fire people as easily, they don't get the waiter-type discipline of seeing their peers get fired for acting like assholes, hence that culture gets reinforced and nourished. So it seems that the trick to solving this problem is to make the airline employees' jobs less skilled somehow. The phone companies are experimenting with robots, so maybe airlines can do the same.

Oh god....I just had it out with the fucking post office this week, talk about people that give NO fucks for their job. They lost my April 15th dress that I bought special, to look pretty for the show (along with a separate package of cosmetics, but I wasn't nearly as upset about that).
It finally got resolved but it took 5 days including one where I took an entire day off of work to go down to the post office, then go back home and wait for my mailman to come to confront him in person, then go down to the post office again. I filed 2 separate complaints and talked to at least 5 different people before I got any answers. It was a to-do.
