LOL. I completely disagree with the premise that you can go up to a smoker and say, "I say! Pardon me, but would be so kind as to move a few paces away from my air space as it is give me a bit of unplesantries. Do be so kind. Thanks ever so much"

Granted, I may be exaggerating but to go up to someone and tell them to move or to make yourself constantly inconvenient by constantly moving to another location every time someone lights up in the park is just as ridiculous as the silly dialog I just wrote.

And even though the cops aren't enforcing this rule now just give it time. Once the precincts have quotas that they need to make like parking tickets, arresting smaller crimes and trying to find ways to reduce the higher ones from their stats, those cigarette tickets are going to be a boon to those officers.
