I propose the opposite. No marriage gets legal recognition or benefits. Anyone who wants to designate who visits them in the hospital or gets to share their health insurance has to go hire a lawyer and file a partnership agreement. No tax benefits for them or for having kids. It's just a legal contract, with specified damages for breaking the contract. The law for this type of contract could include requirements for certain amounts of money for child support, etc.

For marriage, they can still go to a church, have a ceremony, exchange rings. They get no tax benefits, and there is nothing legally binding. It is just a religious ceremony.
