It was also known as the College All-Star Football Classic.

They once tried having "Australia" and "Australia A" cricket teams play a series against two other countries. The final ended up being A vs AA and when the supposedly second string team beat the main side they scrapped the concept as to embarrassing for all involved. Plus, then who are the fans supposed to barrack for? We tend to naturally support the underdog and you don't want your own country cheering against you.

The last thing the NFL would want would be for the college team to win and embarrass the league.
