If she has lost to a cis woman before, seems to me like we are still in "raising the bar" stage.

No, he's saying if the big-boned lady is fair simply because it raises the bar then why not have actual men raise the bar as well?

The point is that women's divisions exist, but if they didn't, this wouldn't even be an issue. If you think that "raising the bar" is the most important thing, then why even have a women's division? At what point does the line cease to be arbitrary/pointless?

Raising the bar for women, specifically. Lots of women have physical advantages over other women, that does not make them men.
