I agree with Keith and Liam. What she did is like robbing a store, then complaining to the press that the cops saw you do it, but didn't arrest you. Your personal wrongdoing can't be used later to make a point that someone else is incompetent.

It would be different if she actually worked hard in school, and complained that she didn't get an education that prepared her for college. The fact that she didn't even try negates what would otherwise be a good point. She's embarrassed about the wrong thing.

Negate meaning ineffective. Her actions weaken the argument. The story is her behavior, not problems with the school system.
