People who think you have to be religious to do something good are
1) fucking stupid and willingly ignorant to ignore all the good things done outside of religion and the bad things don in religion.
2) actually probably fucking evil. If the only reason they're as good as they seem is because they want to go to heaven, they're hiding all these horrible impulses they have to be terrible people.

I'd like to foster or foster-to-adopt in the future and have worried that not being religious (atheist), and us being unmarried partners would disqualify us.

Depending on your area you should be fine. There should be a non-religious one in the area/option to be able to foster directly from DCS/DCF. We are going through an agency that doesn’t have a particular affiliation. Be prepared to be asked invasive questions.
