That bothered me as well - the person who told the story recognised the blind guy with a weapons permit as a neighbour of theirs, but then there was no mention of rape, or in fact anything that he'd done. It was a shitty story if all that happened was that someone from their neighbourhood was on the news.

I think it was just a goofy non sequitur. Yes, I had to look up the correct spelling of non sequitur before posting here. But now I know.
