Admittedly most of my drug knowledge comes from TV (and not, sadly, my DEA employee relatives) but the best argument for keeping drugs illegal seems to be using the threat of small time arrests against idiots to give up information for more important crimes. It's sort of like having the death penalty doesn't make sense in any way except that it's the only thing with which to threaten somebody who's going to jail for life anyway into a confession or plea.
