I think even medically alcoholism is defined as an addiction, which isn't necessarily a chemical dependence. Addiction is simply persisting to do something despite its negative impact on your life, which is something a lack of impulse control can do.

Certainly you can get things down to a granular level where we are all biological organism run by chemical processes which adhere to the laws of physics. My point is that chemical dependance is a condition that can have real, definable, sometimes negative physical withdrawal effects whereas other aspects of any addiction are more behavioral and emotionally based. Admittedly, my medical degree is in my other pants at the moment.
