Write a letter to his girlfriend. Write it as if you are a chick telling her she better stay away from your man. Tell her that he is afraid to break up with her because she is such a crazy bitch and is just waiting for the right time.
Even if she doesnt believe the letter she will always suspect him of cheating
Signing him up for Sci-entology literature could be helpful
Start putting up flyers of him warning that a kid toucher is in the neighborhood
Again, they may not last long but people talk and will always think of this when they see him walking in town
Put his car on Craigs for a low price
may as well let people know he is moving and giving everything away just to get rid of it with his car
Write an anonymous letter to the cops with his address to watch his house because as a scared neighbor you fear what he may do if he knew you ratted on him for his drug dealing
Call the cable company and turn off his service
If you can do the utility companies in your area without giving a social sec number do the same on Friday or Saturday before they leave for the weekend
Or just turn off his gas valve on the side of his house late at night. Put a Hardened Steel Padlock on. Or again do it on the weekend leaving a note as if you are the gas company saying it turned off for non payment
Plastic grocery bags up top of the catalytic converter under his car. They will melt and the smell with stick with him a good long time
The old crazy glue in the lock trick works good
Crazy Glue and breaking a key off in the lock works better

I guess some of these options require you to be ok with going to jail if you are caught.

p.s. To all the people who posted about using Craigslist listings I would be careful. Even if you use an internet cafe or library you are not totally in the clear. You need to take into account for ip address, cookies, mac id, and flash id when doing nefarious stuff on these sites.
