Cracker originates from a description of someone cracking a whip. One of the few slurs that are expressly used to describe white people, and it still comes from a place of power and authority. That's why cracker "isn't as bad." It's fucking meaningless when compared to the word nigger.

Originally it was more of a class-related comment than a race-related comment. There are references to it going back a few hundred years. It started out being used to describe lower class whites, people who do manual labor, but it was later used to describe the foremen who controlled the slaves on plantations. So, it has a history as a slur, but it's not remotely "racist."
