One foreign language is mandatory in school in Germany, if you go to the highest education level (we have different types of schools) that allows for entering university you need to do two foreign languages.
Virtually all students choose English but French is popular too.
I did English and Latin, sucked at Latin grammar so bad but it's given me a surprisingly good vocabulary basis to roughly understand many other related languages.

Loosing fluency in a language if you don't use it is unfortunately pretty quick so if somebody leaves school and never deals with English again they won't be good at it but usually English is used on vacation, at work, browsing the web, there are options to watch Netflix or movies in English if you like so it's easy to keep up if you choose. Also English is a super easy language.

Hardest part to 'get' in a show like Katg are the culture references because that has nothing to do with language skill.
