Judging by the refraction I would say that it's water in a very clean glass that makes it apear as if there is no glass. Looks like whomever just finished pouring the water creating that drop effect.

correct. I set the glass under the dripping kitchen tap and put the glass in an oven dish to catch the over flow, bit of red paper out of my kids art and craft set to hide the tap.
