Below is the description of the event that must happen in order for directive 51 to be enacted. There would probally have to be riots in the streets before this directive could be used.

"Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;

However, if that fucker does decide to take over the country then I'm getting a gun.

If this were to happen, do you think you would be able to purchase a gun during the "emergency?" I would point out Federal actions taken against gun owners during Katrina.
