I would have to answer True. But Black people shouldn't feel bad as Bush probably doesn't care about most white people too. Unless they are influential and in his pocket etc..
Bush does seem to care deeply about Oil Conglomerates, Defense Contractors, etc.
So I guess its just a matter of perspective, you know how the saying go...

I don't hear any oil or defense companies complaining, so you see the bad press for Bush is just simply unfair.
