Moderation. Ugh.
There should definitely be moderators so there is someone to complain to if someone gets abusive. But as for moderating topics, what a bad idea for a message board like this one.
And as for not letting new people start a thread until they have 'X' posts--well, that just punishes those of us who a) don't have the time to park on the forums all day and b) don't post unless we feel we have something to contribute.
If a thread is out of place on these message boards (hard to imagine, though) or if it's a duplicate of something else that already exists, or it's just stupid newbie garbage, it will naturally fall off the front page through attrition.
If you want a good example of moderation taken to ridiculously bad extremes, visit the View Askew boards. If you dare start a new thread there on a topic anyone else has mentioned in the whole history of the whole history, you will get pounced on.
