Correct me if I am wrong, but couldn't someone just host a RSS-feed on his or her webspace, which doesn't link to an mp3-file on the internet but instead on a file on your local computer, such as D:\Downloads\74hourpodcast.mp3 so that you just had to put the file you already downloaded into that folder and iTunes could recognize it as a podcast?
Right click on the file in iTunes > Select "Get Info" > Select "Options" Tab > Check "Remember Playback Position" Box > Select "OK"
