This seems like a hard/impossible thing for police and child services to monitor, I have no idea how they would do it. How can you tell what is simple fatherly love and what is grooming? (I know there are signs of grooming, but with a dad would it not get murkier?) If someone could come up with a conceivable way that doesn't cause undo inconvenience to everyone, then go for it I guess.
And I'm not really interested in debating the relative cost to taxpayers, considering all the other dumb shit our taxes go towards sometimes, I would certainly want it to go towards protecting children.
