You are 100% correct... being fucked up on drugs/booze or having mental issues is not an something transit riders need to put up with, and its a case where transit cops need to deal with this shit more than just hand out tickets.

To exemplfy: The Tube in London is full of people and has its share of crazies, but even at late night i felt quite safe.

Getting it in Milan, Paris, etc is a trip in fear.

Also a mentally ill person is the most scared in a public transport. During the rush hour people are like scary bugs.
