Presumably the testing regulations will prevent more baby boys from contracting some horrific STD infection. However this is one of those interesting cases where you ponder how well some cultural traditions would stand up under a more modern examination.
For instance, if no mohels currently used the "oral suction circumcision" method (which by the way seems a bit creepy to this gentile) and a mohel proposed to suck the blood out of the baby's penis as part of the circumcision then presumably he would be locked up in whatever prison the few Catholic priests that get convicted end up in. This is sort of like the peanut butter issue that I studied in college. Here the issue is that peanuts, if they aren't stored correctly and are allowed to go moldy, can contain aflatoxin which is the by product of a particular species of mold. Aflatoxin is a known carcinogen that causes liver cancer in laboratory animals. All peanut butters contain traces of aflatoxin, some more than others, depending upon how the peanuts have been stored. However if no one had invented peanut butter and you tried to market it as a new food in 2006 it wouldn't pass the current food regulations in most countries. Really just one of those /shrug observations.

And the same goes for motorcycles.
Imagine if they hadn't been invented, and someone said "I'm going to make a two-wheeled vehicle that can travel at over 200mph and accelerates like a beast. Oh, and it will offer little or no protection for the rider" Errr... ok. |
