Even if he did, being that he has the lowest popularity rating since Nixon (who was forced to resign) there's no way the other two branches would let him. And would find some way to override that decision.

I agree, Bush has been hanging back during the election process. His administration isn't even going after Obama with the Logan Act, which would be completely legal and legit.
