Just leave them a polite note. I've had issues with neighbors before and a civil discourse has always resolved it. Keep a copy for yourself and write down the date. If that doesn't address it, try once more and then on the third go-round, read your lease and call your landlord.

In NYC there are laws against excessive noise. In fact, many leases require that 80% of one's flooring be carpeted, that no musical instruments be played, and that noise in general not be audible after 10PM.
