I think the boxers thing is more about the genre that the clothing style represents. Much like how in London, they don't want people to wear hoodies that cover their face.

And I think every girl that shows her crack should be fined as well...

If you could, but you can't and nobody else can. There are some limitations to free speech including child porn, defamation/slander, death threats, "yelling fire in a crowded theater", etc. but disagreeing with what someone says isn't enough to charge them with a crime.

So you agree with the law (even if no skin is showing)? It's different from the London law because sagging pants don't conceal your identity from authorities.

It isn't concealing your identity, but it is identifying you with a type of person. I will sound so crotchety right now, but if you dress like a hooligan, people will think that is what you are. You immediately look like you're up to no good, especially in locations where there are a lot of problems with gangs and young troublemakers. Hell, lets call them wippersnappers

I see it as a similar reason to why you couldn't wear gang colors in certain neighborhoods and why schools banned certain logos and even trucker caps. There was a group of people that used those fashions to promote their gang or wrongdoings and you want to minimize their power.

So you recognize that by wearing sagging pants you aren't necessarily up to no good. You can't generalize people by their choice of clothing and use that generalization to justify banning everyone from dressing like that. If someone wants to look like a thug, so be it. As long as they aren't committing any crimes they are actually breaking the stereotype. They understand that people may not like their clothing, it's up to them to decide if it's worth it.

Sorry, but police will need more evidence than how someone is dressed to book 'em.

I absolutely believe that you are what you wear. When I go to an executive networking event you can bet your ass that I'm dressed to the nines. If you are in a high crime area where the people causing trouble wears sagging jeans and has a specific kind of look, then don't dress like that. If you're dressing like that we'll think you're up to no good. If the problems in our area are getting really severe, and people are paranoid and don't feel safe, we're going to ask you to not dress like that anymore.

I don't think I'll go around wearing sagging jeans with my butt crack showing to break the stereotype...I really have a hard time believing anyone is doing that.
