Based on the way inertia works on a subatomic level, i think perhaps the brain could impart a certain energy/frequency to brain waves where they produce some kind of radiation pressure that then flows outward and interacts on a subatomic level with a target similiar to how inertia works where net force/resistence is produced by atomic interaction.
(this is just a functional model based on the scienfiic knowledge i currently possess)

considering how little we know about the brain and how exstensive and amazing the world of physics is I ENTERTAIN THE POSSIBILITY OF PSYCHIC POWERS VIA A SCIENTIFIC CHANNEL
