While it would be slightly more expensive and inconvenient to buy two 16 oz. sodas, most people would be willing to pay for it. Unless this law creates a limit on the total amount of soda each customer can buy, it will have almost no effect.

In order to be effective this law would have to address possible loopholes, such as free refills and "buy one, get one free" promotions.

If sugar is the main culprit behind soda's harmful effects, why weren't artificially sweetened juices, smoothies, and milkshakes included in this law? I understand taking "one step at a time", but I don't see these products as being any more difficult to include in this law than soda.
