Definitely in that order. If you do not know what you did wrong, or if the wrong was completely inadvertent you cannot do step 1 or 2

According to your logic nobody needs to apologize for a first offense because that only comes after point 2. So who decides if you fucked up the first time? You? Your publicist? The media? Some random tumblr fan that reads all your interviews? What if you were racist to black people but this time you are racist to asians? Is that one offense or two?
