Yes, in the UK, someone who is 16 is legally an adult, although they can't buy tobacco or alcohol.

One of my daughters moved out from her mum's at 16, although I did offer to put her up, she was legally an adult and started her own home.

I left home when I was 17 because my parents didn't like me spending the weekend with my boyfriend. I ending up living in a run down house with a group of druggies. The power was disconnected. Our only electricity was courtesy of an extension cord plugged into the next door neighbours through a hole knocked in the wall.

Ah, the stupidity of youth. Good times
