One of my parents was in Loss Prevention for a long time. In the US, an action is only considered theft/shoplifting if the suspect exits the store with the item(s). If somebody is suspected of concealing merchandise, the must be observed for the entire time they are in the store between the suspected concealment, and them exiting the store.

You can absolutely go to target, stuff your pockets, and walk around with whatever you want. You may get followed, or get dirty looks, but you cannot be accused of shoplifting until you are out of the store. If somebody gets in your face about it, they're bluffing and they can fuck off.

Yup that's exactly what he said, the main show itself get's that many downloads. The other programs under his network not so much. And there's always like 4-5 people on that show so it just goes to show the greatness that is KATG

Yes, that is essentially what he wants. Dvorak likes to chat a lot of crap in order to get attention, I am not sure how much he actually knows about technology.
